I think you really need to escalate this.
You have to be allowed to sign on. If you are signed on you get NI contributions credited to your account. This is vital.
1. You find yourself back out of work in say two years, the fact that you have those credits may allow you to claim non-contributory benefits.
2. It allows you to keep building up your state pension entitlement.
If you are not allowed to sign on now, it is wrecking your future as well as your current situation.
Does your MP have a surgery this weekend (normally Friday or Saturday)? If so, can you see him/her? Ring his secretary and ask.
By the sound of things on the benefit board, you are not the only person in this mess and the Government needs to sort it.

What problems are you having sigining on? You should be entitled to contributions based job seekers if you have been working prior as this is based on your contributions rather than your income. As far as I am aware you receive this for a maximum of 6 months, after that period I am not sure . With your partners earnings you would not qualify for income based JSA, but i would definately enquire about JSA C. Also keep on with the Council Tax Benefit application - it will be worth it in the end. 11 per week over the year is a big saving.:j0
