Halifax Home Plan

It's bad enough getting red letters about endowment policies, but now I have an amber one from the Halifax warning me that my Home Plan ISA may not reach the target amount.
I do not have much faith in the Halifax any longer. The question is:
Do I transfer the ISA to a (hopefully) better performing one such as this Standard Life one - http://retail.standardlifeinvestments.com/content/funds_prices/fund_selector/fund_selector.html?investment_type=growth&volatility=5&submit=Submit
- or do I stick it out?

The figures are:
Start date - March 1998, premium - £37, target - £14,600.
Current value - £2928.
Growth projections, 5% - £11,600, 7% - £14,100.

Any advice would be appreciated.
