I'm just curious (I've not been towed) but hypothetically you would receive a pcn for incorrect parking, you then appeal on the grounds that there is an error in the paperwork and something fetters your right to appeal, eg TWOC. Now thats the normal way but what I would like to know is, you park incorrectly, they give you a pcn and then tow you. Does not this fetter your right to appeal? Assuming no obstruction and not police notice. I hope this makes sense.

You can appeal, however you have to pay to get the car back in the first place. The appeal would then, if successful, refund your money.
