Can I get a phoneline WITHOUT a BT contract?

Basically I'm in a newbuild flat, have no phoneline yet, and want TalkTalk's phone + broadband package. TalkTalk told me if I asked the Post Office to make the connection I wouldn't have a BT contract imposed on me. I went to the Post Office and was told this was b******s!

Is there a way of getting the line connected without ending up with a BT contract?

I tried to get a talk-talk contract, but was told I needed a BT line already set up, when I called BT, they said I had to take out a 12 month contract.

I resolved it by getting the BT minimum contract and Orange Broadband, the Orange Broadband was "free" as I have a moblie phone contract with them.
