Noise problems in rented property

(Please feel free to shift this if it's in the wrong place)
Now, this isn't the usual noise issue (i.e. moronic neighbours) but it's similar.
The property is a newly built (1 year old, coming up to) purpose built 4 storey block of flats. We are having HUGE issues with the noise from the people upstairs - when I say noise, I mean normal, day to day speaking, rumpey pumpey, and of course at the weekends like now when they've a few folks round to play on the Wii, it's as if we're in the same flat, noise-wise.
Now, we can't really expect them to tip-toe around. They've laid carpets with backing/liner down, they're decent people - but it would be out of order for them, or anyone, to have to whisper in their own flat.
The landlord - a housing association is adament the building was built to legal specifications and requirements regarding insulation and noise and therefore there's nothing they can do. In fact, all they're interested in getting us to do is filling out those bloody diary forms to note the date, time and type of nuiscance. When it's their property causing the nuiscance.
We can't exactly move - we (myself and my wife, with a 4 month old baby boy) went bankrupt at the end of October and I don't want to have to recarpet another house or or course try and raise a deposit. We do want to move, naturally we'll need a garden at some point soon for the youngling, but that will be a couple of years down the line only.
Now, is there anything we can do, or anything the housing association should be obliged to do in order to help this?
Also worth noting that when their (perfectly level) washing machine is on fast spin, it shakes our entire flat. If our bathroom door is closed, it sounds like someone with parkinsons (not meant horribly) is holding the handle.
"Floating floor construction" is the usual cack we get from the development officer and the builders "that's how it's meant to be".
Cost cutting more like - our previous flat was only 4 years old, had solid concrete floors throughout and we couldnt even hear the telly from the elderly lady upstairs who is almost entirely deaf and literally has the TV up as loud as distortion allows. Bit of a difference :(

So, bit of a long post but any clues as to what I can do to help this, short of asking upstairs to "party by whispering, please?" ? :|
