Premium Bonds???????

Hi Everyone
It the first time I have used any type of forum, so forgive me if I am posting this in the wrong area!!!! I do not have have premium bonds and I am asking this for a family member!!!
"If the uk interest rate falls to 0% how will this effect the prize fund for the premium bonds? I.e no interest rate no prise?
At what stage should I cash my bonds in?"

Premium Bonds have an average return rate of 1.8%.
I think if base rate continues to fall the average return of PBs will also reduce, not sure of the exact correlation though.0
