Barclaycard payment arrangement

hi,
I currently have a Barclaycard Visa and Mastercard.
I've written to Barclaycard to arrange a payment plan after visiting CA debt councillor. They didn't reply but I managed to arrange a payment plan for one card over the phone ad they reduced interest 6%. I phoned several times (Indian call centre) to arrange the payment plan on second card but I keep getting the same message that my account is with wrong department and please call back in 48hrs. This has been going on for months!
Any other ways of contacting them/complaining?
