Credit Card Fraud

in Credit cards
I needed some computer programming done, and I found someone off a relatively large forum who could do it for me, We agreed on payment terms and I paid him the money using paypal, ensuring that the transaction was paid using my credit card.
The programmer had very good feedback and was fairly popular, which is why I chose him.
I havent had any contact from him for around a month now, any ideas what I can do? Is the credit card company liable?

open a dispute with paypal for non delivery of goods/services0

Yeah, dispute it with paypal and if you don't get any joy with them, go to your credit card company and get them to dispute it for you.0

I'm not sure you can dispute in with the credit card company - I think that they'd argue that their transaction was dealing with paypal, not the person who's messing you about. I think you should be either chasing it up with the programmer themselves - have you considered threatening them with the small claims court if necessary - or with paypal.0

Yeah there's not much your credit card company can do at the moment, you have no proof of work not being completed or anything, have you spoken to paypal? Surely your money would have gone to Paypal, rather than straight to the guy?0
