How to open an ISA after ICESAVE

hi guys,
I'm REALLY confused about how this all works!
I had an ISA with Icesave of a value £3612 which closed last year. It says also that the amount to reinstate is £326?!?
I had opened the ISA originally with egg with £3000 for the 07/08 tax year then transferred it to ICESAVE in May for the 08/09 tax year and have paid in an extra £526 in August 08.
I now have a certificate telling me I have to reinstate my ISA before the end of this tax year. However, when applying, I don't know if I should be looking at ISA's who accept transfers or not?
If I do, what is the transfer amount?
I am guessing I can transfer my £3612 to another ISA and add a further (£3600-£326=) £3274 as a seperate deposit cheque from my bank account into it??
Is this right?
Also, rates are dropping like flies and applying by post seems to the give the best rates but they keep changing all the time!!
