Technika is Tesco's own brand I think. I doubt if they are the best quality TV's around. The message your friend is getting probably means it is not picking up a freeview signal. Does it pick up the analogie signal OK? To check whether your friend can get Freeview in their area look on http://www.wolfbane.com/cgi-bin/tvd.exe?

Other than that look in the manual.
It's my problem, it's my problem
If I feel the need to hide
And it's my problem if I have no friends
And feel I want to die

Not a good tv by any means
Is it plugged into a decent aerial? (By that I mean a ROOF aerial)

Tesco own brand, cheap and usually nasty.

As others have said, it needs a good quality signal via an aerial feed.

That very much depends on your location, but a roof mounted aerial is always the best option.
