Premium Bonds average return is 1.8%. I would think your ISA savings are still earning more than this, if not, you can always transfer to an ISA which is paying better.0

Absolutey do NOT cash in your ISA to get more premium bonds!
Premium bonds currently pay out 1.8% on average and that is likely to drop even further, plus if you cash in your ISA you can't open it again (just new ISAs each year whithin limits).
If your ISA is paying less than 1.8% then switch it somewhere better.
EDIT: Beaten to it0 -
