Question about energy bills

Hi all
I have a question I'm hoping someone can help me with.
I moved into a new block of flats just over 6 months ago. I've never had an electric or gas bill in this time even though both my landlord and I have been chasing energy suppliers - no one is taking ownership. The flats have been ocupied for almost 1 year and none of the other residents have received an energy bill either.
I was accosted by an nPower rep a few weeks ago and he managed to sell me an nPower dual fuel deal. I mentioned that I'd had problems getting a supplier to take ownership and he said that I wasn't to worry as they'd be able to sort it.
After he got me to sign, he also commented that if an energy supplier hasn't produced a bill for 9 months or more, you don't have to pay it.
What I want to know is whether or not that statement is true? I was under the impression that I'd have to pay it regardless of any billing delays.

It is 12 months.
They can only 'back bill' for 12 months. So if you hadn't got a bill for, say, 15 months, the first 3 months could not be charged.0
