ok. First of all, your PCN is fully compliant as far as i see.
All respect to Neil as a great and determined campaigner but that info you have posted is from his archive and so far out of date and irrelevant now. well, irrelevant to the matter mentioned as I know of none that have not been corrected on that score.
It's a bit misleading to link that so long after the event - BUT - you may be correct thatis why previous PCNs of yours were cancelled.
IMO it was probably the flawed signs and lines and then they allowed on mitigation to dodge the issue as you suggested. This is very common. In advising on appeals I actually use it in order to offer the Council a 'way out'.

Again misleading I'm afraid. No offence but let me tell you the truth.
You have just quoted a similar source to that quoted by a senior bod from London Councils on a national radio station.
'London Councils' is an organisation that unites all 33/4 and is the source of the decriminalised contravention code list now used in most parts of the Country.
He said the same as that Mail report. That only about 1% of PCNs are challenged/appealed. This is extremely misleading because that figure only applies to those that proceed as far as Independent Adjudication. I was furious as this went out nationally!
There are thousands of other appeals at informal and formal stages to Councils. Figs for those made/rejected/challenged are not published but various of us often obtain them via FOI.
At actual adjudication i only know the PATAS (London) figs from last available.
That Mail article must also be way out of date because over 6 million PCNs were issued in London last year.
For parking it was a 72% success rate i believe so the other recent poster was close.
Overall 67% and the difference being accounted for by a lower rate for bus lane and moving traffic contraventions. For Newham, for instance, as there is a thread on it on this page. - Bus lanes. Only 0.86% proceeded to PATAS. success and failure rate was almost exactly 50/50.
So, point is - exactly what is that figure you referred to for Dacorum? From independent Adjudicator I would think. Thousands of others will have receieved the standard Council intransigent rejection and accepted the option to pay at discounted rate - therefore no option to proceed to Adjudication and no Stats against Council.

OK, thanks for the advice - I will probably submit a cheeky appeal on the grounds of my flu, but will not to be too upset if I lose - after all I was parked illegally and the signage is all OK on that bit of road now.0

Ooops. there is a fairly long runnion a Sheffield bus lane PCN on PCF forum. Might give you some useful info. Not a busy forum though.0 -
Perhaps if there were no visible markings (eg. the road was covered in snow so you couldn't see the yellow lines), then you may be able to argue snow.
But when there are signposts, perhaps not...0 -

Apparently Dacorum Council have one of the highest rates of granting parking ticket appeals in the country.
Just going back to that - and I'm not trying to score points!
If you read that Mail article again. You will see that it is not the Council who grant the highest level of appeals.
They have, in fact, the worst record and highest percentage of defeats at Adjudication!!!!!!
That makes them appalling - not good!
You seem happy with signage and road markings but are you entirely sure - there seemed just a little doubt?
If you wanna put pics up I'm happy to check 'em.
