Wall Emulsion Paint Bubbling

In one part of our kitchen i have noticed some paint starting to bubble. It is only a small patch but i am unsure what has caused it ... Paint in other areas has chipped here and there which makes me think the paint may not have been very good quality or taken very well to the surface.
The walls were skimmed and then painted in watered down white emulsion and then the final coat of blue applied.
The walls do get a lot of condensation with it being a kitchen so i'm wondering if that could cause it ?
The washing machine & dryer are also in the units which produce a lot of moisture.
I have put a link below to a photo which clearly shows the bubbles on the right.

I think you're right that it could be the moisture. Was the emulsion matt or sheen? My OH has this problem with his paint in some rooms, and I believe it's because he has used a sheen paint.
He's also used a matt emulsion over a sheen paint, and that has ended up either bubbling, or looking like a crackle glaze - it's a nightmare, and I haven't a clue how to prepare it for repainting.
I'm not sure how to remedy it, other than to sand it back gently and reapply a matt emulsion. I'm sure a painter & decorator will come along soon and give you more of an idea!One day the clocks will stop, and time won't mean a thing

yes it could be down to condensation. My mum had the same problem after her walls were skimmed. The painters painted when the walls were not completely dry so kind of trapped in the moisture. Ended up stripping it back and redoing.0
