Offer on a new build

Hi
I now know from the good knowledgeable people on here that I can make substantially reduced offers on a new build. I have been looking on nethouseprices.com at the street we want to buy on and the houses that have already sold. The last one was in October 2008 and it went for 20,000 below what they are asking now for the same house (presumably they have reduced them since October???)
Is this a long time for a builder to have gone between selling houses? Is nethouseprice.com up to date enough and include all properties shown?
Does this information put me in a better position to negotiate a big discount or does it not have any relevence? However on the other hand, this house and the square footage seems already to be really well priced in comparison to others on the market at the moment. The exact same house on a development 10 mile up the road is £60,000 more but it is in a better area.
Questions questions. Trying to arm myself before negotiation starts on Friday.
