Commissioning an oil-fired boiler

A local plumber has installed a new oil-fired boiler for me. He is very competent, the installation looks fine and it works well. He is not OFTEC registered and I am told that I need a Regularisation Certificate from the Local Authority before an OFTEC engineer can sign it off (for guarantee). Can anyone confirm this? Thanks in anticipation.
