lump sum + regular

hello,
me(highrate taxpayer) and my partner(lowrate taxpayer) have topped out our cash ISAs for this year. I don't wish to invest in shares ISA yet.
We have a remaining lump sump £6500 and we save £2000 end of each month. I guess she(because of lower tax rate) should have a:

1. normal savings account for the £6000 w no withdrawal loss (therefore it has to be a variable rate), which is the best currently?

2. a couple of regular savings accounts w variable rate, some which should have instant access (will need to open like 4 of them, right? all regular savings accounts have a maximum around £500)?

3. then move each month an amount from 1 to 2
