Right well the simplest and probably cheapest would be to get some shelving, any DIY shop will have plenty of this. Most will have the fixings for it too.
There is NO PROBLEM with drilling through a garage wall. You say concrete do you mean a brick wall? If its brick then its best to fix to the walls with screws and raw plugs.
First make sure your not going to drill through anything aprt from the brick/concrete. Watch out for any wires or pipework.
Drill the hole using the correct size drill and rawplug.
Tap the rawplug into the wall then put up the shelves (or storage) then screw into place.
Alternatively get some plastic free standing shelving. Lidl have some on offer at £19.99 at present they look pretty good.
You can glue wood to the wall using no more nails or the like - but it won't stay up for ever - always use fixings where possible.

I think the OP means concrete sectional garage
I think.
If so, I fixed a batton along the face of the wall by drilling through the middle of the concrete panel and using threaded rod to fix the 2 x 2 with. If you use a small drill bit, you wont burst the concrete on the outside face. You can then use a bigger drill bit to drill from the outside inwards. Use a dome nut on the outside to finish it off nicey.
If the panel is recessed on the inside, use a wooden block as a packer to tighten upto.
Fix 3 battons top, middle and bottom and you can then secure any shelves you like to it.

I wasnt bothered about insulating the garage, I only kept the car and me tools in there.
By fixing the three battons in place I could then secure shelving bracket in any place I wanted to.
I used the very long slotted rack to secure to the battons and then hooked the shelf ledges in the appropriate places.
The long slotted rack rested on the floor to support any weight I might of put on the shelves.

you dig the tech drawings ?? :rotfl:
By resting it on the floor, all the weight is on the floor and the fixings through the concrete are there to stop it falling over.
You can use the battons to secure hooks into to hang stuff up with
