purchase protection under section 75 credit act

Can anyone please help !!!! - I purchased a large number of items from internet mail order company in USA which should have included a safety certificate for them to be sold in UK. The items arrived but because of the cost of testing the company refused to supply a safety certificate for the goods as agreed. The items have no value to us without the safety certificate. The total cost to me which I paid for on my Credit Card in one transaction was £1400. Under Section 75 of Credit Act I applied to my C/C company for a return of the amount paid on my card as the transaction was incomplete and therefore I felt was misrepresented in the contract of sale. However Credit Card Company have refused my claim on the grounds that each of the many items I purchased were under £100 ?. We have looked at many websites such as Consumer direct and even rang Financial Ombudsman Service but no-one can give me a direct answer to my question - which is .......... Do the amounts of cost stated in the Credit Act apply to the TRANSACTION amount or the INDIVIDUAL ITEM amount included even if in one transaction ?? Please help if you can. Thanks
