I have a couple of cards that i want to pay the remainder balance off,can i offer to pay less to close my accounts?

You can offer, but the laughter will be heard for miles around.
Why do you not want to pay what you owe?

Have you defaulted the accounts or have multiple missed\late payments ?

If so, you may look like you are struggling to repay the full amount and they MAY accept a "Full and Final" settlement. Remember to get it in writing that the payment is "Full and Final".

You can if you want to trash your credit rating for a few years and then make it very difficult for yourself to get future credit anywhere.
