You need to ask your local council for one. My local council expects you to be getting DLA or AA, have a blue badge, have no suitable off-street parking available at your home, be a registered owner and keeper of a vehicle and hold a current driving licence. Each case is assessed on its own merits.

However, please be aware that it is often the case that anyone with a blue badge can park in any disabled bay, even if it is outside your house – with or without your permission.

Some councils do charge for this service.

The above post is partly correct ,ring your local council and they will put you through to the right department .. you will speed the process up if you take your documents down personally but it does still take a while as they have to put planning notices up in the street incase anyone wants to object .

The parking bay is numbered and you get a badge to display in your car showing the number and your cars registration number so that only you can park there .. if you have a different car ie yours is in for repair you have to ring them with the registrastion number to avoid parking tickets .If anyone else parks in your disabled bay you can either ring the councils traffic enforcement office or the police to get them towed away .If it's a neighbour who is just abusing the space the council will write to them and warn them .
Wish I could stop editing EVERY post I make

    This obviously varies amongst Councils.

Ours doesn't accept getting AA or having a blue badge. You must get highest rate of mobility component of DLA.

Once you do get a disabled space marked outside your home, this space is also available to any disabled driver displaying a blue badge, so you may find others parking there.

You have no legal right to "ownership" of the space. Anyone with a blue badge will have as much right as you to park in that space. However if neighbours use it without badges then that's a different matter.

My dad has one, he had to apply to the council, and pay a fee, it is registered to him and he does have to display his badge at all times. Visiting diasabled people can use they bay but I believe they are restricted to a certain amount of time. Each council will have different policies in place, if you have a look on your local council website you should find the info you need.
