I used to download video and audio files, some of which come in .rar format.

Virtually everyone I've ever downloaded has been "suspect" in some way, so these days I will always look for a "normal" suffix.

The filesizes are more or less the same so I can't see why people should try to compress them in this way to begin with

With downloaded video files, I don't think that the reason is to 'compress' them. As you say, the files add up to the same size.
The reason for splitting them into these packets (often 13MB) is for use with newsgroups.
