In IE goto the Tools Menu -> Internet Options -> Click on the Connection Tab -> Click so the dot fills in the circle next to "Never dial a connection" -> Press OK.
Should be OK after that

Also go to Internet Explorer, Tools, Internet Options, Connection Tab

If you are connecting through a router, you wont need a connection in these settings. If you are using a USB ADSL modem, you will need the settings entered for your broadband. It would be safe to delete any other accounts in there though. How many surrealists does it take to change a lightbulb?

It looks like your BTOW connection is the one causing problems. Delete this, and set your broadband connection as default. You shouldn't see these messages again after this. How many surrealists does it take to change a lightbulb?
