Driving off before ticket was stuck on my car

Hi, can anyone please clarify if I have the right to appeal.
I was parked outside my newly rented apartment in a permit holders only area in London (9am-6pm) at about 9:05 am I stepped out of my new house and saw a traffic warden writing me out a ticket I saw he still had it in his hand and was just about to stick it on my car so I decided to get in my car and drive off quickly as I did this I saw that the sticky envelope the ticket goes in blew off in the wind out of his hand then I saw him scrambling for his camera, as I was pulling out I got stuck by traffic and saw the warden taking a picture of the back of my car driving off, I heard somewhere if the ticket is not actually on the car and you drive off legally your fine, is this true?
I went to the parking shop to get my permit and asked if i had any outstanding charges and they told me there was an outstanding £60 fine with a picture of the back of my car on there records, I filled out a form to appeal and explained exactly as above.

Sadly this no longer applies and 'drive offs' can now be subsequently served by postI heard somewhere if the ticket is not actually on the car and you drive off legally your fine, is this true?0 -

Regulation 10 PCNs can be defeated as usually the councils make mistakes with the paperwork. We would need to see the PCN washed of personal details.0

You've established that there is an outstanding penalty but how they try to collect it is what will count.
If not served then it has to be a postal Reg 10 PCN as Glacier said. If they serve a Notice to Owner instead then you have grounds for appeal.
Please clarify the 'blew away' bit?
Can all posters also note 'Bargepole's' comments in the sticky about the forum in general on what info is required - and at the very least get used to stating which Council in the first post (crucial).

Well this is with Lewisham council and I have just moved there, I have not received any letters to where my car is registered to, I only knew about this when I went to pay for a annual permit for my newly rented flat and that was only because I asked.0

Await what ever documents the council send and then come back here.0

Just to let you know I received a letter yesterday saying that all outstanding charges were dropped :cool:0

Just filled in the appeal form in their office stating exactly what happened0
