Problems with The Post Office

In September, my Nana tried to open a post office savings account over the counter - the application form was filling in (with help from post office staff)and a cheque was wrote and sent off to whom ever deals with opening post office accounts - The post office staff told my nana that she would receive her paying in book within a week.
During the following week my nana recieved a letter stated that she would now have to wait 4 to 5 weeks for her paying in book due to lots of applications.
We waited and waited - when the book did not show, after the 4 - 5 weeks, I called the post office and they said they were waiting for some form of ID from my nana ?? this was not requested earlier.
We then waited for another form to be sent so that we could send ID, this form was not received.
I then called the post office again to request the cheque back because we were fed up with waiting and they have a very large sum of money that my nanna can not access.
The post office said they would return the cheque within ten days - ten days later I recieved the ID application form - I again called and now they want a letter from my nanna stating that she wants her cheque returned.
Three months on from filling in the application form at the post office my nanna still can not access her money. - any advice welcome.

"tried to open a post office savings account over the counter"
Could mean NS&I, could be Bank of Ireland, could be Family Investments. But sounds as if Chaz1 has the paperwork which gives the details of this particular account, whoever the actual provider is.0
