Just get the USB that is attached to it and plug it into the USB port.
After get the CD that came with it, install the relevant software, or if you havent got the CD download the driver from the manufactors website, install it then you should be good to go.
Use something like MSN to test it.

Silly observation, really...but are there instructions with it?? Might be a good place to start...

Assuming that the webcam is plugged in and you have the drivers loaded, then programs like Skype will automatically detect it. You will be able to test the video in Skype preferences and see what it looks like without having to initiate a call with somebody else.
