US withholding tax on share sale??

I've just sold some Dr Pepper shares (held as a result of Cadbury- Schweppes de-merger) and it's cost me an arm & a leg (relatively)! Having now received the sterling proceeds into my bank I find that the broker(Computershare) has taken 15% withholding tax. I challenged this (having already lodged a W-8BEN from the de-merger pack) and they say:-
"[FONT=Tahoma, sans-serif]The W-8BEN allows you a reduced withholding tax rate of 15% but does not eliminate the tax totally. "

Are they correct? All my research indicates that this reduced rate applies to interest/dividends but no mention is made of it applying to sales of shares.

Interested in this one as I to have had a convedrsation with them on 23rd DEc after they withheld 28% !! Finally got them to agree I had filled in the WEN form - thought great - will be getting it all back for her to then state but we will be withholding 15% ! Asked why and was told it was our Gov policy ?????
