12.00 Pounds TalkTalk connection charge on top of BT charge

Hi there, I am being charge 12.00 Pounds connection charge by Talk Talk, on top of the BT landline provision charge.
It was not charge from the start, but started a few bills after I changed to talk talk. Is this fine to do this? I have the feeling that it started after I enabled to see incoming calls (which is charged 1.50 per month).
Please if any one can advise on this issue, would be great. I changed to talktalk to save money, but it does not work out this way...v
