First instance of that I have heard of, but I will guess (without any further details from the office concerned being available) that it was linked to abuse of the system. Sadly.
Sorry to hear of it not working out well for you though, Bob"Part P" is not, and has never been, an accredited electrical qualification. It is a Building Regulation. No one can be "Part P qualified."
