In short. yes. what u need depends on what you want to do.
To download official psp downloads, you need to connect the psp via a usb to a pc, and download to the psp via the pc. You also need to be registered with www.yourpsp.com also
To browse internet, you need either a wireless point (either router or official wireless point) or a usb cable connected to the pc. it may be possible to download certain items, don't know, i've not tried. However, browsing is limited due to memory & plugin limitations so downloading will be iffy at best i would imagine.
