Thought I should post a conclusion on this. I tried switching off all the various services and start up programs - and started by switching off the same ones that Safe Mode appears to switch off. Sure enough, this booted into normal Windows and it didn't freeze.
So then I gradually added services (8 at a time) until it froze. After a few batches it froze, so I optimistically turned those 8 off again, but turned everything else back on. Alas it still froze. Which to my untutored mind indicates that there is more than one service or start up program that's causing the problem. And trying to identify those would be the path to madness.
My Dad was round by this time and we considered sticking the recovery disk in and doing a factory reset. But he got cold feet and decided to show it to the IT guys where he works (it's his own laptop but he uses it for work so they will be prepared to have a quick look). But I daresay a fresh install is the only way forward now.
