Barclays - is this fair?

Quick question. My sister opened an account with Barclays so that she could have her wages paid in. At the time sha hadn't been in the UK for very long and she had lots of problems opening, but Barclays finally opened her account 'as a housewife'. Since then, my sister has realised that she's being charged £9.50 monthly to maintain the account. Is this normal? Thanks all.
