LeedsB.S. have a fixed rate for minimum £1000 deposit, allowing 25% withdrawal penalty free.Can't remember the rate.I was told in branch today it may be withdrawn soon!0 -

FWIW, the penal rate is applied to amounts you withdraw. Any remaining (untouched) funds continue getting the full rate.0

ICICI have just sent this e mail - it looks like no more early access accounts will be opened - I dont think this is a good sign

All existing HiSAVE Fixed Rate Accounts - with early access, will continue to be valid until the maturity date.
If you have applied previously for a HiSAVE Fixed Rate Account - with early access, you will be able to invest your funds, subject to your account being opened successfully.
All HiSAVE Fixed Rate Accounts - with early access, opened with the auto renewal option as 'Yes' will automatically change to non-renewal mode from February 01, 2009 and the maturity amount will be credited to your HiSAVE Savings account or your nominated linked current account.
We recommend that you go through the revised HiSAVE Fixed Rate Account terms & conditions on our website www.icicibank.co.uk.

I can think of two sorts of account that might meet your requirements:
1. Halifax Guaranteed Saver Reward- Minimum/maximum balance - £2,500 up to £9 million
- Withdrawals - 4 withdrawals within the 12 month reward period
- Unlimited number of deposits into your Halifax Guaranteed Saver Reward.
- Manage your savings - in branch, by telephone, online 24/7 and by cash card
- One account per person
- Limited offer - could be withdrawn at any time
- After 12 months, or if the Halifax Guaranteed Saver Reward balance drops below £2,500, or more than 4 withdrawals are made during the 12 month reward period, Halifax Guaranteed Saver interest rates and conditions will apply.
I am lucky enough to have opened one of these accounts when the interest rate was fixed at a much higher rate than the current one.
2. Regular Savings accounts - there are a couple of regular savings accounts which are fixed rate accounts and offer one penalty free withdrawal (e.g. Norwich & Peterborough Family Saver) or a relatively minor penalty in the month of withdrawal (e.g. Barclays and Abbey regular saver accounts). Have a look at my thread here - each entry has a line called "Penalty-free withdrawals" which shows you at a glance what you are looking for! Be careful though - those posts contain a mixture of fixed rate and variable rate accounts.
