Internet Connection Prompts

Having just done my 6-monthly reinstallation of Windows XP to prevent the !!!!!! building up on my PC, I'm annoyed to see that I'm getting a popup prompt to connect to the Internet, despite not having connected yet since my most recent reinstallation!
When I'm working in Windows, I get the popup screen telling me that "You or a program you are using has requested information from some website" and asking me whether I want to connect now.
It's really irritating me. I've disabled all non-essential startup programs using Startup Manager but it's still popping up all the time. I can't work out which program is trying to access the Internet so it's really frustrating me.
Does anybody know how I can find out which program is trying to access the 'net, or if there are any good freeware utilities which can tell me exactly which programs try to access the 'net at any given time?

I think its actually to do with Internet Options.
Start -> Settings -> Control Panel -> Internet Options -> Connections.
and Choose "Never Dial"0 -
I already have my connections set to 'never dial'. I think that's why I get a prompt instead of an autodial box.0
