Text message to South Korea

Not quite a moneysaving question but hoping this gets the widest audience.
I need to send text messages to a sibling in South Korea but for some reason he is not getting them. I can get his text messages but he doesn't get mine.
I'm pretty sure it is not a problem with my phone (N85) or provider (Vodaphone) as I send messages to family/friends in the US, Europe and South Africa.
Anyone have any experience of this ?

I don't know if it's anything to do with this but I saw an item on BBC world news yesterday saying that a telecoms cable had been severed just off Alexandria and tis would seriously disrupt all telecoms traffic to the far east until some time around Christmas. It included mobile phones. (I must admit I thought it was all done by satellite)
