Advice on bathroom light

Hi Everyone,
Need some advice please. I am having an extension done to the house and this includes a small shower room.
I provided the builder with a bathroom light to fit but he wanted a Zone 1 type, so off I went and brought one which said Zone 1 & 2. he now says it must have a special seal to prevent any moisture entering the light else he will not be able to provide electrical certification once the work is done. This particular set did not have any seal. Apparently the ones I brought are for bathrooms without showers!
Saw a few lights in B&Q for Zones 1, 2 and 3 but they wont let me open the box to see if those contain the seal.
Any idea what the builder is talking about? I had a loft room done and got a Zone 1+2 light fitted which was passed by the electrician and that also had a shower. But this guy says he want to do things properly but I am now not sure where to find the type he wants

Is the light directly above a shower and enclosure?
Is an enclosure involved at all?0 -
you require a shower light with the whole room being classed as a wet area

Thanks for the replies.
Spot lights were an option until he told us that only one wiring was done to the center of the room so I can have one spot - i.e. not a lot of light!
Th electrical point is outside the shower enclosure, but would be classified as zone 1
Anyone think this is suitable (seems to say so in the instruction manual):
