paypal-not ebay though

'm hoping for some advice please.I bought my son a jumper off a website and paid via paypal.This was on the 10th december.We recieved said item, today and the quality is not good.Bits of the coloured print has transferred onto other parts of the top(it's one of those tops which is plain fruit of the loom, with obviously a poorly ironed on, motif).I'm not being overly fussy, but it really does not look worth it's £28. I emailed the seller, today and have heard nothing.As the sale was through paypal, but not through ebay, do i still have the right to open a dispute, if it should come to this?I'm really hoping it won't, but i definately want a refund.Thanks.

You can only open a SNAD dispute if you bought through ebay, so you're really relying on the seller now.My TV is broken!
Edit: refunded £515 for TV 1.5 years out of warranty - thank you Sale of Goods Act! :j0 -
They should offer a 7 day from receipt returns policy under the distance selling regs.0
