Paypal - how do I lift limits?

Quick question, bit confused...
On my Paypal account I'm getting the following message:
"You now have £XXX.XX GBP remaining within your monthly withdrawal limit and £XXX.XX GBP remaining within your total withdrawal limit. Once your total withdrawal limit reaches zero, your monthly withdrawal limit will be zero as well. To lift this limit, you must enrol in our Expanded Use Programme."
When I click the link to Expanded Use Programme, I get a list of things I need to do...
Set up bank funding
Add Bank Account
Submit Direct Debit Agreement
Confirm bank account
Business Information
Supply Additional Information
...I've already done everything on the list! What else am I meant to do to lift the limits exactly? The page doesn't give me any more info other than the above! I used to use another Paypal account, and the limits on that were lifted by doing exactly the same thing, and that worked fine.
Is this just a mistake on Paypal's part?

paypal is an oddball really.
i think the best thing you can do is contact paypal and ask them what you need to do
have you confirmed back to them the deposit amounts they made on your bank account? confirmed phone details etc?
can't think of anything else you need to do!0
