Q about investing in Aussie govt schemes

Hi, a friend of mine wants to emigrate to Oz. He'll get extra points if he invests AUS$100k in what I think are some kind of bonds with any of the Aussie state governments for 12 months.
He's thinking of borrowing the cash from his father to boost his chances of getting in.
He wants assurance of the safety of these schemes, which I assume are virtually cast-iron, but does anyone have any other reccommendations or comments?
Are there any UK or Aussie tax implications they should be aware of? Many thanks for any help.

If you look here you'll find a lot of information about emigrating to Australia. The bonds seem to be government Treasury bonds and should be quite safe.0

Also, he will have to take into account currency fluctuation, as the A$ may have declined against £ when he comes to repaying the loan to his father.0
