Thats right, they can have say 3 cars being tested at the same time provided they have 3 approved testers. Each has to log on with his own card and the car cannot be signed of in less that 45mins.
Not entirely secure as it would still be possible for 1 mechanic to do 3 cars in the 45 mins if he had all three cards.
