You mean like a Crisis Loan? According to this you don't have to be in receipt of benefits to apply. http://www.jobcentreplus.gov.uk/JCP/Customers/WorkingAgeBenefits/Dev_013949.xml.html

There's no such thing as a tax credit loan though you can apply for a hardship payment. However that is only paid out when there is some sort of problem with your award which has delayed your normal payment or if a giro payment has been lost in the post. Even then if you are working it is unlikely you would receive such a payment.0
