Painting Advice wall preperation

I need some advice on preparing walls for paint and paper as my walls have patches missing from where the wall paper has pulled some off.
Some of the walls have flakey paint and i need to know what to do to make sure i have a good finnish.

I need some advice from someone that has been in my situation and understands the problems i have.
Please dont leave a small message as i need detailed info on doing a good job like grades of sand paper or tools i need to make it easy for me.

    Firstly with the flaky walls you need to remove all of the flakyness ( yes i know) then you need to fill the holes with a good quality filler Leave the filler slightly proud and let it dry for 24 hours then sand down using a medium grit paper ( you could sand the wholr wall at this point) then treat the walls with a polyuthrane clear wall treatment. (b&Q it says flaky walls on it) leave it to dry for 36-48 hours then paint using good quality paint and rollers/ brushes. if you are papering the wall after the wall treatment use lining paper horizontaly first and ensure the edges meet perfectly ( one way is to over lap them at the edge by 2 inches and using a long striaght edge and a SHARP knife cut through the overlap and remove waste use a small paper roller ( again a good quality one cheaper ones have a seam in the middle that markes or doesnt make contact with the paper) and seal the edges leave 24/ 36 hours to dry then hang paper as per normal.
