How do I stop e-mail that doesn't use my proper "TO" address?
I've been getting fake bank e-mails asking for me to re-reg. but they get through even though their not addressed correctly.

It is most likely that you are using/have a "catch-all" email address. This type of address catches anything sent to the domain - e.g. say your normal address is Irony@irony.co.uk, anything before the @ will still go through.
Alternatively, if you have a wanadoo account, this causes problems because anything before the @ sign will still get through. You may be able to contact Wanadoo to only allow your address through (unlikely) or you could use a rule which sends any mail not sent to your address into another "Spam" folder or something like that.
