Not as far as I understand it.
You have a reasonable amount of time to inspect the goods to see if they're fit for purpose, merchantable quality etc. This basically means getting it home and checking it. If it doesn't work then you can reject the goods under the SOGA and get a refund.
After the inspection time the goods must last a reasonable time (depends on product/price etc - AFAIK 12 months is a misconception - a high-end TV could reasonably be expected to last at least 5 years?). If they break/malfunction within the first 6 months, the onus is on the retailer to prove it wasn't faulty at time of sale. If it breaks after the first 6 months, the onus is on the consumer to prove it was faulty at time of sale. In both instances you are entitled to a replacement or repair (probably at the retailer's discretion).
These are all your statuatory rights. In addition to them, you also have your warranty which may give you additional rights.
But, you always need proof of purchase. This is not the same as having a receipt. Bank/CC statements, clubcard records etc are equally valid, and probably a shop-branded item would be accepted though I expect that depends on the time you're trying to claim you had it.
I'm not aware of 28/30 days being anywhere in law, but I only know what I've picked up online, I'm not an expert.
