Video editing software advice

Can someone please recommend a video editing package suitable for a novice? I'm looking for something to buy my father as a present. He has a camcorder which records to DVDs so I believe it needs to accept .vobs as input. I'd like it to be able to write DVDs he can play in a DVD player but I guess that will be pretty standard.

I've read so many reviews on packages that my head is spinning! Most seem to say that pretty much every piece of software out there for under £50 crashes all the time or has some other problem... I'm looking to pay around £25 - less if possible but will go a bit higher if necessary, but bear in mind it's not something that will get used lots.

Ideas at the moment seem to be: Roxio, Magix or Cyberlink - any comments or other suggestions? Thanks!
