Loft Insulation

I'd heard on the radio about a new government incentive to install properties with cavity wall and loft insulation. My partner and I are renting the property through a housing organisation and enquired about getting this done. Originally we were told we wouldn't have to pay. Then we had some one call round about 3 weeks after the initial enquiry. The builder stated it was a 'virgin' loft, meaning there was no insulation at all and he was willing to do the insulation for free for us. His view was that we shouldn't pay because it's not our property. The builder stated he would talk to the housing organisation to sort this and we should get a phone call that week. A week and a half passes and I ring them up to which I was told other properties were having problems, and the enquiry made by me wasn't a priority. (This really annoyed me for two reasons, one she said it a couple of times and two, even if it's true you don't say this to customers, do you?). She stated she would get in touch with me in a weeks time after she's had time to 'ok' what this exception with her director. That week will expire tomorrow. The problem is both me and my partner work, so we don't receive any benefits. Both the builder and lady at the organisation stated this to us. I'm not entirely sure what the rules are in the incentive, but is one of them to do with a house before the 1920's? I would really appreciate it if someone could give me some feedback as to where I should go from here. I'm sorry if this thread is in the wrong section too... I'm new to all this.

A decent landlord will insulate the loft - I'm surprised this isn't already done if it's a housing association. I would push that with them - they you won't pay.
Have you checked that you can insulate your house - I've only quickly read this, but did you say your property is 1920s? Not all older builds have cavity walls (mine is 1930s and doesn't)0 -

I think the key word here is in the title "Loft"
Loft insulation is so cheap and easy to do. Particularly when Wickes have there BOGOF on insulation Which they had about a fortnight ago (probably still on). I can't believe the mountain these companies make when it comes to loft insulation. The prices that they quote are ridiculous.
If your able to do it, do it yourself. It doesn't take long either.My farts hospitalize small children0
