    You need to determine whether the lockshield valve is fully closed or fully open.
    Try this : With the heating turned on from cold. Close off the thermostatic valve completely. Hold a largeish screwdriver with blade against the lockshield valve and place your ear against the handle of the screwdriver.....have a listen. Then open the TRV and do the same again with the lockshield valve. If you hear a woosh of water, the valve will be open. This means you can try to turn the spindle clockwise to budge it.
    Be sure that the woosh you hear is water going through the valve and not the echoe of the rest of the heating.

    ....dont force the valve last thing of night, or weekend when you cant get help.
