Is there any way my friend can be helped with ebay problem?

Long story cut short.
Friend's son bought 2 coldplay tickets for tonight's concert for her as a joint birthday/christmas present - very expensive, right at the front ones. He was, on Friday, sent tickets for right at the very back next Tuesday - no use at all.
90 day guarantee has run out with Paypal as he paid for them in June, Ebay have given him the seller's number which is on permanent answerphone and eventual email (after threats of the police) says that the seller sent the tickets to someone else by mistake (whether true or not, friend's son has no idea, but you'd think the other buyer would be screaming for their Tuesday tickets !)
All round - not good.
If he paid by CC through Paypal - is there any way he can get a refund?
Anything else he can do?

Paypal will probably not do anything, but you can claim a chargeback through their Credit Card company (after going through the motions with paypal)0

excellent, I thought as much (Paypal have already shrugged and said 'tough'). Let's hope he paid for it with a CC and not his debit card.

Even if your friend's son paid with a Debit Card if it is a VISA one they may still get help
