£stretcher refusing to pass on vat discount

How much is at stake here? Are we talking pennies or pounds? Bear in mind that for every £10 you spent, the VAT reduction you were expecting amounts to 21p.

I sell childrens books which are free from VAT anyway - people are still asking me for a discount.

I got some clothes from Tesco yesterday and they took the VAT off at the till (it's on my receipt). Is this something new that they started just today as that's surely not fair, pass the saving on and then change their mind?

retailers have no legal obligation to pass the vat reduction onto customers, they just pay less to the government.
