No Claims Bonus query

Hi
Wonder if anyone can help with the following on behalf of my brother in law.
2.5 years ago he stopped his private car insurance as he was getting a car off Citroen employee leasing scheme. (at this point he had 10 years no claims).
Now 2.5 years later he has gone back to his own car and got private insurance.
So he has now got 12 years no claims or so we thought. To prove this he has a letter off the citroen scheme insurance co stating that he has not made any claims in past 2.5 years. Added together with a letter from his old insurance co stating his previous 10 years no claims this should prove 12 years.
His new insurance co (HSBC) will give him the 2 years no claims for citroen but the say that as the 10 years NCB was earned over 2.5 years ago they cannot accept this.
He has been driving continuously for past 12.5 years so he is confused as to why it cannot be accepted. I have suuggested he try speaking to a manger incase he has been given wrong info.
In the meantime if anyone is still reading this

It is fairly normal practice. A lot of insurers specify that they will only accept NCD that has been earned in the policyholder's name on a private car policy held within the last two years.
Thus many insurers would not give any NCD at all in this situation on the basis that the last NCD held in your BIL's name as policyholder on a private car policy was over two years ago.
HSBC are quite possibly giving the 2 years as a form of introductory discount.0
